What does "over easy" mean?

I've run across it on American menus but never dared to ask. (It's a term I've only ever seen in the USA.)

I don't think it honestly applies to hash browns. I've only ever seen it related to eggs (where they're flipped over and lightly fried on the other side, so the yolk stays runny but the white is cooked: as against sunny side up, which is the only proper way to eat a fried egg).

No, I was baffled by that too. I assume there is a silent American editorial comma. Although the internet tells me that you can make a hash brown nest and fill it with egg so who knows what they get up to in the Los Angles Metropolitan County.
